Dutchbat - The failure to protect the UN "Safe Area"

Dutchbat (the Dutch UN battalion) - 400 soldiers in Srebrenica with a mandate to protect the "Safe Area". 11-13 July 1995 - the VRS enters without resistance, Dutchbat passively watches the separation of 8,372 men. UN report 1999: "A systemic failure". Netherlands 2002 - the government resigned.

Dutchbat - The failure to protect the UN "Safe Area"

Dutchbat - the Dutch UN battalion (United Nations Protection Force - UNPROFOR). 400 lightly armed soldiers with a mandate to protect the "Safe Area" of Srebrenica.

11-13 July 1995 - The VRS enters Srebrenica, separates and kills 8,372 Bosniaks. Dutchbat does not intervene.

UN report 1999: "A systemic failure of the UN. Dutchbat had neither the mandate, the means, nor the support to protect the civilians."

📜 The UN mandate - "Safe Area"

1993 - UN Resolution 819

  • Srebrenica declared a "Safe Area" (protected zone)
  • The UN committed to protecting the civilians
  • Demilitarization of the zone (both sides were supposed to hand over their weapons)
  • UN troops ensure security

Dutchbat arrives - 1994

  • 400 Dutch soldiers sent to Srebrenica
  • Mandate: "Protection of the UN Safe Area"
  • Equipment: Light weaponry (APC armored vehicles, no tanks, no artillery)
  • The problem: An unclear mandate - what if the VRS attacks?

11 July 1995 - The fall of Srebrenica

6-10 July - The VRS attacks Srebrenica:

  • Dutchbat requests NATO air support (bombing of the VRS)
  • The UN command delays the decision
  • 10 July - NATO finally approves an airstrike
  • 11 July, 14:30 - 2 NATO aircraft (F-16) bomb VRS positions (symbolically)
  • The VRS threatens: "If you continue, we will kill the Dutch soldiers we hold as hostages"
  • NATO STOPS the bombing

11 July, 15:00 - The VRS enters the town:

  • Dutchbat offers no resistance
  • Reason: An order from the UN command - "Do not enter into conflict with the VRS"
  • General Ratko Mladić enters the town, filmed on video

12-13 July - Potočari - The separation of the men

The UN base Potočari:

  • 25,000-30,000 civilians flee to the UN base
  • Dutchbat tries to accommodate the civilians (the base is small, there is no room)
  • Most remain outside (in front of the base)

12 July - The VRS arrives in Potočari:

  • General Mladić personally present
  • The VRS begins the separation of the men from the women and children
  • Dutchbat watches passively
  • Some Dutch soldiers try to prevent the separation - stopped by their commanders

Testimony of a Dutchbat soldier (anonymous):

"I saw the VRS taking the men away. Women screaming, children crying. I tried to stand in front of a VRS soldier. My commander pulled me back and said: 'The order is - do not interfere.' I watched them take those people away. I knew what would happen. I felt like a traitor."

13 July - Dutch employees and interpreters - Victims

Hasan Nuhanović - Dutchbat interpreter:

  • Worked for Dutchbat as an interpreter (a local Bosniak)
  • 13 July - the VRS demanded that all local staff leave the UN base
  • Hasan begged the Dutch soldiers to protect his family
  • The response: "We're sorry, they have to leave the base"
  • Hasan's father (65), mother (60), brother (19) - taken away and killed
  • Hasan later sued the Netherlands - 2019: The court ruled that Dutchbat was partially responsible

Rizo Mustafić - Dutchbat electrician:

  • Worked for Dutchbat (maintaining the generators)
  • Thrown out of the base on 13 July
  • Killed - found in a mass grave in 2003

⚖️ Responsibility - Who is to blame?

The UN (systemic failure)

UN report 1999 - "The Fall of Srebrenica":

"The fall of Srebrenica is the result of a systemic failure of the UN. Dutchbat had no clear mandate, no adequate equipment, and no air support. The UN command refused to authorize a robust intervention. Srebrenica is a dark stain on the history of the UN."

The UN's mistakes:

  • An unclear mandate ("protect the Safe Area" - but how? with what?)
  • Insufficient equipment (400 lightly armed soldiers to protect 40,000 civilians)
  • Delaying the NATO bombing (the VRS had days to prepare the attack)
  • The order "do not enter into conflict" (passivity)

The Netherlands (direct responsibility)

2002 - The Dutch government resigned:

  • NIOD (the Dutch Institute for War Documentation) published a report (3,000+ pages)
  • Conclusion: "Dutchbat did not fulfill its mandate"
  • Prime Minister Wim Kok and the entire government resigned

2017 - Dutch court - Partial responsibility:

  • The Mothers of Srebrenica and Hasan Nuhanović sued the Netherlands
  • The court ruled: Dutchbat responsible for 300 deaths (people thrown out of the base on 13 July)
  • The Netherlands must pay compensation to the families

2019 - The Netherlands paid compensation:

  • 10% of the responsibility (UN 90%, Netherlands 10%)
  • Compensation: €20,000 per family
  • The families refused the money: "We want justice, not money"

Dutchbat commanders - Thom Karremans

Colonel Thom Karremans - Dutchbat commander:

  • 12 July - A meeting with General Mladić
  • The video shows: Karremans drinking rakija with Mladić while the VRS is separating the men
  • Mladić on video: "The Dutch are our friends, they have no reason to worry"
  • Karremans was never charged (UN immunity)
  • 2000s - he publicly apologized: "I had no choice, the order was clear"

💔 The trauma of the Dutch soldiers

PTSD (Post-Traumatic Stress Disorder):

  • 100+ Dutchbat soldiers developed PTSD
  • Guilt: "We watched them take people away to their deaths and did nothing"
  • Suicides: 10+ Dutchbat veterans took their own lives (1995-2020)

2024 - Dutchbat veterans speak:

"I live with it every day. I see the faces of the people we threw out of the base. I know they were killed. I couldn't save them - the order was clear. But that doesn't help. Srebrenica has haunted me for 30 years."

12 July 1995 - Hotel Fontana, Bratunac:

  • Meeting: General Mladić + Colonel Karremans
  • The VRS filmed a video (propaganda)
  • The video shows:
    • Mladić offering rakija to Karremans
    • Karremans drinking (under pressure)
    • Mladić: "The Dutch will surely leave Srebrenica"
    • Karremans: "We are concerned for the civilians"
    • Mladić: "Don't worry, no one will harm them"
  • At the same time: The VRS is separating the men in Potočari

The video was used as evidence at the ICTY - it shows Mladić's hypocrisy.

🌍 Comparison with Rwanda - The same period

1994 - Rwandan genocide:

  • UN troops (Belgians, Canadians) - likewise watched the massacre passively
  • 800,000 Tutsis killed in 100 days
  • UN: "We have no mandate to intervene"

1995 - Srebrenica:

  • Dutchbat (the Dutch) - passively watched the separation and killings
  • 8,372 Bosniaks killed
  • UN: "We have no mandate to intervene"

The lesson:

"Rwanda 1994 and Srebrenica 1995 showed that UN 'Safe Areas' are not protected if there is no political will to intervene. The presence of soldiers is not enough - decisive action is needed."
