On 5 May 1999, two days BEFORE the bombing of the Chinese embassy, NATO bombed the diplomatic quarter in Belgrade, killing 4 civilians.
Testing the reaction
Many analysts believe this was a "test" - to see how the international community would react to strikes near embassies.
Victims
4 civilians from residential buildings near the embassies were killed:
- Milan Jovanović (45 years old, diplomat)
- Gordana Jovanović (42 years old, his wife)
- Dragan Petrović (38 years old)
- Slavica Nikolić (51 years old)
An insufficient warning
The diplomatic corps did not take this as a serious warning. Two days later, the Chinese embassy would be directly targeted.
International law
The Vienna Convention on Diplomatic Relations (1961) prohibits attacks on diplomatic premises and their surroundings.
